In 2017 Norway lowered the rate from 4% to 3%, because the fund's expected real return was estimated to be lower.

Why 3%

Norway's sovereign wealth fund does not spend its capital: each year the state may use at most the fund's expected real return, now estimated at around 3%. In good years the withdrawal rises, in crises it falls, and the capital stays.

4% is the most common rule among people aiming for financial independence, designed for about 30 years of withdrawals. If you want capital that lasts forever, like Norway's, 3% is the safer choice.
